Your telegram 17th April ate of payment to be made to owners of requisitioned shire has been determined by Shipning Controller in consultation with Treasury. Payment will be made in long bong on half the hire at, two shillings the dollar and on the other half at the rates

Kovember 1917 were paid ordinary commission on current rates of freight but for period beginning 1st December

1917 commission to them will be calculated at the

customary rates on freights in force in aŋtury 1916. the case of the two China Companies under prorial scheme above arrangement has been modified so that if increase in freights during the period from August 1914 to January 1916 was below the average increase in other trades the calculation will be made so as to approximte particular rates of increase to the average rate but spict method

of ascertainment still under enquiry.
